About David R. Frenkil
David Frenkil’s representative matters include: providing analysis of Congressional climate legislation for a producer of bio-fuels to help the company understand regulatory risks involved with expanding a subsidiary’s business model; and developing the strategy for an independent petroleum producer in the Gulf Coast to successfully request extended permission from the U.S. Minerals Management Service to suspend production on federal oil and gas leases while the company raised capital to rebuild oil platforms destroyed during Hurricanes Rita and Katrina.
He is an Assistant Editor of the Carbon and Climate Law Review and co-authored the chapter "Emissions Trading in the US: A New Regime Approaching?" in European Energy Law Report VII. David’s article on energy efficiency in the federal government was published in the Public Contract Law Journal in March 2010 and won first place in a national writing competition. He has presented at several conferences for professionals in the green building, shipping and government contracting industries.
David is a graduate of the George Washington University Law School. He was a Summer Associate at Van Ness Feldman, P.C., a law firm specializing in energy and environmental matters. He also worked on Renewable Energy Credit (REC) Agreements and related matters at SunEdison, North America's leading solar energy service provider, and the development of electric transmission for increased generation of renewable energy at the Office of the General Counsel at the U.S. Department of Energy.
